Dodd Washington was born on March 8, 1966 in Miami, Florida. He was the first of three children born to George Washington Jr. and Sadie Scott Washington. His father George Washington Jr. preceded him in death.

As a youth Dodd attended Greater St. Paul AME Church and  received his education in the Miami Dade County Public School System. Dodd graduated from South Miami Senior High School in 1984. In high school Dodd participated in various sports such as basketball, football, and wrestling for the South Miami Cobras.

After graduating high school Dodd entered the work force. He was employed at Marks Brothers/Ferreira Construction Company where he was promoted to Construction Foreman, a position he held until his health started to fail.

On March 24, 2001 Dodd married the love of his life Sandra  Wilson. To this union two children were born. A daughter Hadassah and a son Joshua. Dodd was a devoted husband and father who enjoyed spending time with his family. Dodd was also an avid sports fan. His favorite sports teams were the Florida State Seminoles, former Oakland now Las Vegas Raiders, and the Georgetown Hoyas.
